The Impact of Structural Adjustment Programmes on the Health Sector: The Case of Kilosa District in Morogoro Region, Tanzania'.


Kilosa District was chosen as the location of this study as Irish Aid has had a major involvement in this district for many years. Among the questions asked by the study are:
  • Does structural adjustment have, on balance, a negative impact on the provision of health services to the people in Kilosa

  • What impact has debt repayment to external creditor on the health sector in Kilosa.

The report is based on interviews carried out in two villages in Kilosa on the health service. It also gives detailed background to structural adjustment in Tanzania. The report concludes that while Irish Aid took steps to make its programme in Kilosa sustainable, it failed to take into account the impact of policy changes implemented by the government under IMF Programmes. A key finding is that:

'A sustainable programme operating in such a poor community ought to take seriously policy issues which continue to make poor people poorer'
